課程概述

This seminar focuses on social policy development, implementation, evaluation, and research. The class will analyze theories of governmental policy intervention, both from substantive and procedural standpoints. Because the social policy arena is heavily politicized, political factors affecting policy development and implementation will be stressed. In addition, policy implementation discussions will attend both to program administration and intergovernmental relations issues. The growing importance of globalization in social policy development also will receive attention, as will select issues in the evaluation of social policy interventions.

Completion of this course will allow class members to:
1.Understand theoretical approaches to analyzing social policy development and implementation.
2. Understand selected theories and models that have been influential in the substantive development of broad-scale social policies and program.
3. Develop skills in empirically assessing policy issues and trends.
4. Apply policy analytic, research, and evaluation skills to various social problems, policies, and programs.
5. Understand research concepts and issues related to the evaluation of social policies, as well as methods used to evaluate public policies.
6. Develop skills in the conduct and presentation of policy research.
7. Understand how administrative decisions and direct service worker discretion impact the implementation of public policies.
8.Understand how decisions concerning intergovernmental relations impact the implementation of public policies.
9. Understand basic budgeting concepts that are important in governmental financing and policy development.
10. Understand how globalization is affecting social policy development, and be familiar with different models of program development and dissemination in developing countries.

Course Expectations
Creating and maintaining a positive and safe environment that is conducive to learning is a fundamental requirement for the work we will be doing in this course. Candid, civil discussion and even (dis)agreement with colleagues and instructors is expected and even encouraged. However, in order to promote an atmosphere that is respectful, positive, safe, and conducive to learning, we will establish ground rules for discussions and interactions during our early class meetings. Policy Project Papers 
50% 
Policy Project Paper #1 25% Policy Project Paper #2 25% Each class member will conduct a project that includes writing two related papers examining a policy issue of their choice. There are two basic choices in this respect. First, you can focus on policy development within a single country or sub-national jurisdiction. In this case, you will be required to attend more closely to the historical development of both social problem conceptions and policy responses in the jurisdiction you choose. Second, you can conduct a comparative analysis of policy approaches between two or more countries. In this case, you will focus more on different approaches to a particular social problem/policy area in these countries, and also on explaining some of the reasons these different policy approaches occur (such as political or cultural factors). Regardless of which option you select, you will be asked in the second paper to propose recommended policy improvements, as well as areas in which research could contribute to further policy development in your area. Each of the two papers should be approximately be 10-15 pages in length; more specific guidance on each will be provided in separate assignment instructions. Topics might include a critical evaluation of policy effectiveness for a particular problem, an historical analysis of the policy development of a particular problem, drawing social work policy implications from basic research, a critical review of current policy explaining a particular problem, and so forth. The paper should be written in APA style. The paper topic must be approved by the instructor (a one paragraph description is required), and students must submit a preliminary outline and references by the due dates.

Paper Oral Presentation 
10% 
Based on your research for the two policy papers, you will highlight the issues you have identified, as well as proposed policy solutions, in oral presentations during the final class period. These presentations will be 30 minutes, and will include questioning from class members. The intent is to provide class members with experience in presenting their research orally to audiences of their peers.

Weekly Short Papers on Readings and Presentations

This class will be conducted as a seminar, so the participation of all class members each week will be critical to its success. Each member is expected to come to class prepared to discuss and criticize all reading materials. Each class member will select an article (or chapter in a book) to read and critique. You will play a designated leadership role during each class period. You will expect to write a short paper (about one page, single-spaced) focusing on issues related to the week’s readings. These may be based on key policy issues or approaches, criticisms, methodological concerns, or ideas about needed research. Your papers should not simply be summaries of the readings; you should demonstrate that you have thought about some of the ideas presented, and have added your own perspectives on them. These papers should be turned in one day before you lead class discussions, with the intent that you then can present for class discussion ideas you have incorporated into your paper.

Class Participation and Discussion 
15% 
The class is designed primarily as a discussion course. Each class member is expected to have read all assigned materials before class and to be prepared to present and discuss ideas from the readings. Students should be prepared to participate in the discussion of weekly reading assignments and ask questions. The quality of the education experience will depend, to a large extent, on the quality of student participation. A portion of most class periods will be devoted to discussing social policy concepts and issues, and students will be expected to prepare for and take an active role in these discussions.

Grading will follow general criteria, with grades of A given for excellent work and B for good work. Lower grades will be given if work falls below these standards. Final grades will be determined by percentages as follows: A+=98-100 A=93-97 A-=90-92 B+=88-89 B=83-87 B-=80-82 C+=78-79 C=73-77 C-=66-72 D =60-65 F= 59 or below
